For a really radical combination of two of them, how about making sure that the graduates of the Leadership Academy come out of it fluent in Welsh as well as English (by including the sort of Welsh tuitiion of the intensity and duration of the Foreign Office&#039;s foreign language programmes.  To level the playing-field and to work against Ango-American provincialism those students who already know Welsh should themselve have to do a further language, perhaps on those very LCO schemes).  The Academy could also run its affairs internally bilingually.   Just the sort of vision and challenge &quot;leaders&quot; should relish!</description>
