		<description>Have I missed something Lee, but there&#039;s no mention of bus regulation? I think if you&#039;re talking about transport and social exclusion, or employment opportunities, then buses are the key because they&#039;re disproportionately used by the working class.

Are buses regulated in Wales, or are we still operating under the free market model of bus provision set up under Thatcher? I know England are slowly (too slowly) moving towards giving local authorities more powers over buses, but am slightly in the dark about Welsh policy.</description>
